Link to the new UI from the classic UI

A link has been added in the classic DQM UI going to the new DQM UI. This makes it easier for users to be able to look at the new versions of pages they currently use. This also provides an opportunity to send any feedback on the new DQM UI so that we can make it even easier to use. (OCD-23512)

Link to classic UI from the new UI

We have also added a link within the new UI going to the classic UI to make it easier for users to return to the existing interface for certain functionalities that may still be in development in the new UI. (OCD-23513)
