Distributing copy templates with FSDevTools or API

In one project we will work with many global copy templates. I have not seen any information about the bookmarks or the copy templates when exporting with FSDevTools. A second approach for me would be to write a script that creates the bookmarks. But I have not found an API for this.
How can I distribute (global) copy templates across stages and projects? Do any of you have any ideas?

  We could ask Crownpeak why the BookmarkAgent is marked as internal. In my opinion this agent could be public and maybe help for your needs?
